Romans 13:1-7

F. For rulers are not a terror to good works, but to evil (Romans 13:3a)

1. Generally, this is true

2. Not a terror to good works

3. But a terror to evil

G. Do you want to be unafraid of authority? (Romans 13:3b)

1. Do good

2. And you will have praise from the same

H. For He is God’s minister to you for good (Romans 13:4a)

1. He is God’s minister to you for good

2. An important understanding

I. But if you do evil, be afraid, for he does not bear the sword in vain (Romans 13:4b)

1. Fear doing what is evil

2. The ruler does not bear the sword in vain

J. He is God’s minister, an avenger to execute wrath on him who practices evil (Romans 13:4c)

1. Repeat: “He is a God’s minister”

2. He is an avenger to execute wrath on those who do evil

K. Therefore, you must be subject, not only because of wrath but also for conscience’s sake (Romans 13:5)

1. Therefore (inferential particle)

a) Because the ruler if God’s minister
b) Because he has been appointed by God

2. You must be subject

a) Because of wrath
b) For conscience’s sake

L. For because of this you also pay taxes, for they are God’s ministers attending continually to this very thing
(Romans 13:6)

1. Payment of taxes

2. Render to Caesar (Matthew 22:21)

3. They are God’s ministers (3rd time)

a) They are “attendants” of God
b) They are stewards of God
c) They are attending continually to this very thing

M. Render therefore to all their due: Taxes to whom taxes are due, customs to whom customs, fear to whom fear, honour to whom honour (Romans 13:7)

1. Render (Give back)

2. To all their due

i) Taxes
ii) Customs (tribute/ paid by dependents to an overlord)
iii) Fear (respect)
iv) Honour
